Basic rules

here are some basic rules in all sports. Players who are not in the game must be sitting on the bench or standing at the end of the bench. At no time should substitutions be allowed in a playable area. Volleyball is about momentum; you should always keep the match moving.

If you have players standing in front of the bench, as the second official have them sit down or move down to the end of the bench. Do that without making a big issue of it. In between plays as you're scanning for substitutions or time-outs, just wave them back. If they keep coming into a playable area, then wait until their team is serving and make them wait while you have them get to the correct place. Why penalize the team that is doing everything right?
